The rules changed in 2025 โ most farms haven't moved
The June 2025 ministerial notification moved cannabis into a medical framework: end buyers (dispensaries and clinics) must source exclusively from GACP-certified farms. Put plainly, a cultivation license alone is no longer a ticket to the market. Over ten thousand growers now face a fork: certify, or exit the legal market.
Why only 266?

- Waiting for the law โ some farms are waiting for the full Cannabis Act. The reality: every plausible direction of the law demands better records, not fewer.
What waiting costs
While waiting, a farm has no legal channel into the medical market. Meanwhile the 266 (and those following) command better prices because compliant supply is scarce. The narrower the gap becomes, the smaller the first-mover advantage gets โ certification is worth the most precisely while your competitors are still hesitating.
